Gary Angyal, P.E. is a Vice President at Ramboll with over 30 years of professional engineering experience in environmental programs, regulatory strategy, and site remediation. He has been responsible for numerous in-situ thermal remediation projects (stand alone and in combination with other technologies) and co-chairs Ramboll’s in-situ thermal practice area. He directs in situ thermal project planning, remedial design in coordination with technology providers, permitting, remedial action oversight and attainment verification to achieve regulatory case closures. He has served as LSRP for in-situ thermal remediation of AOCs at New Jersey SRP sites, and has issued RAOs upon successful attainment of treatment objectives.

Ms. Barnes has 30 years of experience in all aspects of environmental investigations, feasibility testing, NAPL, soil and groundwater remediation, soil vapor investigations and site closure. Caryn has worked extensively in New Jersey, on both New Jersey and USEPA-led projects. Her extensive knowledge of the regulations, coupled with her strong technical skills, enables her to be an effective client advocate, determining and implementing cost-effective environmental remedies that are protective of human health and the environment. Caryn is the Project Coordinator for a multiple-party Superfund site in New Jersey, and is addressing issues associated with emerging contaminants, including 1,4-dioxane and Per- and Poly Fluoroalkyl Substances (PFAS). Ms. Barnes has worked with Fortune 500 Companies developing environmental portfolios of greater than 100 projects, managing regulatory, technical, and financial responsibilities. As an LSRP, Caryn has certified numerous Response Action Outcomes (RAOs) and has prepared dozens of LSRP submittals. Caryn has been the LSRP of record for more than 20 projects. In this role, he helps clients determine if a thermal remedy would work on their project site and if so, which thermal technology or combination of technologies would be the most cost-effective. He then leads the design of the remedy and guides its implementation, operation, and optimization through project completion. Steffen has spent more than20 years working with thermal technologies and has been involved in more than 75 successful thermal projects. These projects include sites with former dry cleaners, chemical manufacturing plants, chemical storage facilities, MGP sites, brownfields, military installations, and tank areas. Steffen also supports TerraTherm’s clients in their communication with oversight agencies and regulators. Mr. Kapson acts in both leading and supporting roles serving Transportation, Energy, Government, Commercial, and Residential clients as a professional consultant in New Jersey, New York, and Pennsylvania. Elizabeth brings 25 years of experience in many facets of brownfield redevelopment to her position at the NJEDA. She has added to her expertise through conducting brownfield research at New Jersey Institute of Technology and managing a wide variety of private sector brownfield projects as an environmental consultant. Ms. Lindhardt is a Senior Associate for Wood Environment & Infrastructure Solutions, Inc in Somerset, NJ. She has been an LSRP since 2012 and has over 40 years of experience in the environmental industry working for the federal government, emergency response remediation contractors and engineering consultants. Ms. Lindhardt is responsible for multiple projects ranging from preliminary assessments through site remediation for government and commercial clients. She has addressed wetlands, threatened and endangered species, and historic sites within the scope of site remediation. Ms. Lindhardt has a B.S. in Environmental Engineering from the Pennsylvania State University (1981). She is a member of the LSRPA Board of Trustees and participates in various committees including Risk Management, Governance, Contaminants of Emerging Concern, Regulatory Outreach, and is the LSRPA liaison to the SRPLB meetings. Mr. Troy Lizer is an engineer with over 20 years of technical and professional design and sales experience. Mr. Lizer received Bachelor of Science degrees in Chemistry and Chemical Engineering from the University of Akron and began his career as an Application and Design engineer in machining and grinding applications for over a dozen years before transitioning into the environmental and remediation industry as the North American Sales Manager for a chemical manufacturing company. Mr. Lizer focused on technology application and selection through proper implementation to ensure project success. Mr. Lizer would coordinate laboratory services to provide analytical testing and confirmation data on amendment selection and loading to determine the best practice approach as well as economic justification for design criteria. His experience is in oxidative and reductive technologies as well as biological remedies for sites striving to eliminate common contaminants (chlorinated, SVOC, BTEX, etc.) as well as emerging contaminants (1,4-dioxane) both in situ and ex situ. In January 2020, Mr. Lizer assumed the role of Technical Sales Director-North America with Provectus Environmental Products in order to focus on product and process development in the environmental industry with a company and colleagues that are dedicated to the successful application of proven and evolving technologies.

Mr. Mike Martin is a registered professional engineer with 24 years of experience in civil and environmental engineering. Mr. Martin specializes in soil, groundwater, and stormwater treatment alternatives analysis, cost estimation, and design and implementation of remedial actions, from pilot- to full-scale systems. He has substantial experience developing cost-effective alternatives for site remediation, including CERCLA remedial actions, RCRA corrective actions, and state-led projects. He has over 23 years of experience in site investigation and remediation with focuses on emerging contaminants, chlorinated solvents, mixed plumes, multi-phased remediation, and in situ treatment technologies. Will is an environmental scientist with over 17 years of professional experience focusing primarily on in situ remediation technologies to address soil and groundwater contamination. He began his professional career as an environmental consultant, which was followed by 10 years of in situremedial design and field implementation at an international remediation firm. Will’s laboratory and field project experience includes the application of a wide range of in situ solutions including chemical oxidants, chemical reductants, biological amendments, and surfactants to address common (e.g., BTEX, chlorinated VOCs, etc.) and emerging contaminants (e.g., 1,4-dioxane and Freon). His experience includes the utilization of zero valent iron, hydrogen peroxide, sodium/potassium persulfate, sodium/potassium permanganate, and other site-specific reagents in overburden and bedrock systems. Will has been involved with over 100 in situ remediation projects in the US, Europe, Asia, South America, and Australia.

Ms.Newbold has over 30 years of experience in the environmental industry. Her background includes sample collection, preparation and analysis, data validation, data review, and project management. She has collected samples of various matrices for both field and laboratory analyses, prepared and analyzed samples in a laboratory setting, and has performed field analyses. Her experience as a quality assessment/quality control (QA/QC) manager has provided her with a thorough understanding of the entire laboratory process. Ms. Newbold has extensive experience in the data review process having examined data for a variety of matrices for compliance with state and federal validation guidelines. She has also collaborated with state agencies to write validation guidelines when none existed for a particular method, and she has written data review courses to be used by the data end-user for internal data screening purposes. She has prepared Sampling and Analysis Plans (SAPs) for Superfund sites and assisted in developing laboratory QA/QC acceptance criteria. Ms. Newbold has served as project manager for numerous contaminated sites in which she provided oversight during sampling events, coordinated with the analytical laboratories, compiled and reviewed generated data, mapped laboratory results to observe trends in contamination, and prepared documents including expert reports. She has performed environmental site investigations evaluating the nature and extent of site contamination, and she is experienced in performing property transfer evaluations including Phase I and Phase II investigations in New Jersey and Pennsylvania.

She is routinely responsible for project scoping, coordination of multidisciplinary technical teams, client communication, scheduling, and work product delivery. Robert Rech is a Vice President in AKRF’s Water and Natural Resources Group and co-leads the firm’s energy practice. Mr. Rech is an environmental scientist/Civil Engineer with more than 20 years of professional experience. His regulatory support services have included local, State and Federal environmental permits and land development approvals associated with a variety of energy projects, including new facility development and existing facility improvements. He serves as field team and project lead for wetlands delineation, permitting, and mitigation projects and AKRF’s utility right-of-way vegetation management services. His project experience includes feasibility studies, multimedia permitting, environmental site investigation, soil and groundwater remediation, wetlands permitting, threatened and endangered species surveys, invasive species management, stormwater management, construction permitting and inspections. He has provided regulatory support services for new generating facilities, upgrade projects at switchyards and substations, and large-scale linear development projects. This work includes securing all required construction and land use permits through the state and local construction and zoning offices as well as applicable Federal coordination and approval.
